In view of the rapid socio-economic and technological changes, jobs and the skills required to perform them continue to evolve. Many jobs in labour intensive sectors, which tend to be occupied by economically vulnerable groups of people (such as women and the poorly educated), are at high risk of being automated. In this light, delivering job-relevant skills at a reasonable cost, especially for workers whose jobs are at risk, is important. If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Jointly with the Ministry of Education and Science of Ukraine, the ILO implements the project E-TVET in Ukraine: Training continuity and modernization during COVID-19 and beyond

#E-TVET | Presentation by Alessandra Molz, Skills and Employability Specialist, ILO Office for Central and Eastern Europe, at the national conference on Education of opportunities: new horizons of vocational education and training in Ukraine.

Jointly with the Ministry of Education and Science, the ILO implements the project E-TVET in Ukraine: Training continuity and modernization during COVID-19 and beyond. The project supports the development and rolling-out of E-Learning in TVET by developing a national e-Learning platform for TVET, strengthening the capacities of teachers, trainers and methodologists in developing e-Learning contents and managing e-Learning as part of the educational process. In addition, the project facilitates the development of innovative e-Learning materials, such as interactive e-Lessons, simulators, videos, animations, self-learning materials and instructional games.

“The future of learning is blended”, said Alessandra Molz. Putting in place both classroom activities and technology is extremely beneficial for vocational educational training, where the knowledge is deeply embedded into the action. Blended learning enables instructors to quickly adopt the latest learning trends and modalities into the curriculum, thus increasing the transfer of knowledge.

The standard or outcome-based approach to curriculum development is a worldwide trend which reflects a paradigm shift from input to outcome-based provision, from teaching to learning, from content to process focused/performance-oriented learning experience. In this new paradigm the learner is expected to demonstrate what he/she knows and is able to do against the standards established at national level. Adopting an outcome-based approach for curriculum development is an effective way to address potential mismatches between technical and vocational education and training (TVET) provision and the needs of the labour market; between irrelevant/ obsolete training programmes, and employers’ and learners’ needs and expectations.

#ETVET | The webinar "The development of digital skills in the creation of training multimedia content: instructional design principles and tools for the development of e-courses" was developed for TVET specialists, managers, and teachers, to strengthen their skills in developing and facilitating E-Learning. The webinar introduces some useful tools for creating interactive lessons. It includes: 

  • Scientific and technological globalization: advantages and disadvantages. Development of distance
    learning: from the corporate segment to the educational sphere.
  • Consideration of tools for creating online courses:
    a) tools for creating online presentations: Genially and Prezi
    b) digital platforms for simultaneous collaboration: Miro
  • Creating an associative mind map to structure the lesson plan
  • Rise 360: a modern online tool for creating multimedia content

Jointly with the Ministry of Education and Science if Ukraine, the ILO implements the project \'E-TVET in Ukraine: Training continuity and modernization during COVID-19 and beyond\'

#ETVET The presentation gives a comprehensive overview of the activities of the ILO project  \'E-TVET in Ukraine: Training continuity and modernization during COVID-19 and beyond\' during the national conference ‘Education of opportunities - new horizons of vocational education and training in Ukraine’ organsied by the Ministry of Education and Science in Ukraine. 

Alessandra Molz, Skills and Employability Specialist, the ILO Office for Central and Eastern Europe, highlighted the  core activities implemented by the ILO to support the digitalisation of TVET in Ukraine: 

  • Methodological Innovations: Interactive multimedia materials developed by ILO help students in four occupations to study through mobile-friendly interactive e-Lessons, virtual simulators, 3D animations, and training videos. The e-Learning materials can easily be applied by all TVET schools in Ukraine. In addition, the project develops self-learning materials and interactive games on labor rights and gender equality. 
  • Capacity Building: As part of the project, ILO trained a cohort of methodologists, teachers and trainers from 24 regions of Ukraine in developing and facilitating e-Learning and blended-learning facilitators. The trainings also included representatives of the Social Partners (Workers\' and Employers\' Organsiations); 
  • National e-Platform: The ILO currently develops a national e-Learning platform for TVET, which will enable TVET schools, teachers and methodologists to share the learning materials and their experience, as well as to facilitate the collaboration between TVET schools.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.

La stratégie de développement du numérique dans la formation professionnelle et technique articule les éléments fondamentaux du développement des compétences et spécifie les éléments constitutifs essentiels d'une stratégie de formation solide pour l’économie digital.

La stratégie de développement du numérique dans la formation professionnelle et technique du Ministère de l'Emploi, de la Formation Professionnelle, de l'Apprentissage et de l'Insertion (MEFPAI) a été développé par l’OIT dans le cadre du projet SKILL-UP, financé par le Gouvernement de la Norvège.

Cette stratégie se concentre sur la construction de liens entre le monde de l'éducation et de la formation technique et professionnelle et le monde du travail et est un document de base de toutes les initiatives allant dans le sens du perfectionnement des ressources humaines nécessaires au développement de l’économie numérique au Sénégal.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Cet atelier a également enregistré la participation des acteurs de la formation professionnelle, du Ministère de la Communication, des Télécommunications, des Postes et de l’Economie numérique, d’Instituts de formation privée, de l’Agence nationale de la Statistique et de la Démographie (ANSD) et d’entreprises évoluant dans le secteur du numérique. L’objectif du séminaire qui était, à terme, de sortir les points clés de la stratégie de développement des compétences de la formation professionnelle pour le secteur du numérique a été atteint pendant ces deux jours.

L’outil STED (compétences professionnelles pour le commerce et la diversification économique), développé par l’OIT, a été utilisé et offre des orientations stratégiques qui permettent d’intégrer les actions de développement des compétences dans les politiques sectorielles. Il met l’accent sur les compétences pour améliorer la compétitivité d’un secteur et appuyer la création d’emplois décents
