As the official regional focal points for Southeast Asia, the National Youth Policy Institute of South Korea (NYPI) and the Asian Regional Association for Career Development (ARACD) will promote global and regional events as follows:

As part of global and regional events, the NYPI and ARACD will jointly run a webinar in November. The theme of the webinar is “Career Education and Training in the Aftermath of COVID-19: Challenges and Prospects,” where we will be discussing the challenges, practices, and initiatives of Asian countries in enabling and promoting career-related education and training for young people and adults in the aftermath of COVID-19.

To this end, we organized a webinar where career experts from South Korea, Pakistan, Japan, Taiwan, Mongolia and India present the following issues:

  1. the significant challenges of the home country in enabling and promoting career-related education and training for young people and adults in the aftermath of COVID-19;
  2. the practices and initiatives of the home country to overcome the said challenges and promote career development support in the aftermath of COVID-19; and
  3. the quality standards and the skills of career guidance practitioners for our society to transform into a more sustainable, resilient, and digital-rich one.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Within the Inter-Agency Career Guidance Working Group (IAG CGWG)’s Global Career Month, UNESCO RO will conduct the regional workshop on “Career Guidance and Counselling“on November 24 in Nairobi to discuss development, use and promotion of career guidance and counseling in African countries. 

The Career Guidance Framework will be presented at the workshop as a good practice. It was developed under BEAR II project. The Better Education for Africa’s Rise II project (BEAR II) is UNESCO’s initiative with financial support from the Republic of Korea (RoK), targeting five countries of Eastern Africa (Ethiopia, Kenya, Madagascar, Tanzania and Uganda).  

The objectives of the conference are:

  1. To raise awareness about the role and importance of effective career guidance to enable access to decent work, careers and support growth efforts during economic recovery, based on the example of BEAR II project; To share goods practices and lessons learned on career guidance within the BEAR II countries
  2. To share the Regional career Guidance and counselling Framework, and identify shared challenges to the development of career guidance systems as well local specificities linked to local contexts;
  3. To discuss Career Guidance framework, recommendations and implementation plans

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

In face of labour markets disrupted by changing work organisation, digitalisation, the greening of economies and the COVID-19 pandemic, career-related decision-making has become more challenging for both young people and adults. Growing evidence shows that effective career guidance can be expected to help individuals to better navigate towards and through labour markets, but too few people have access to it, and in particular to high quality services. Career guidance practitioners, like teachers in the education system, are at the heart of quality services. Therefore, this regional event shall focus on practitioner competencies. Evidence that this is a key concern in the region comes from recent reviews of national career development support systems.

The topic of professionalization/practitioner competences further relates to wider challenges in the various countries: some aim at rolling out career education in formal education, but what skills do teachers and counsellors need? other countries need to deliver services to displaced, what skills are needed for counsellors? Outreach to all from vulnerable groups to workers, including in the informal economy is required, but what skills do practitioners need? Increasing need to work in partnership (PES and SCOs; school and PES etc.) is required, but what skills are needed to deliver on this? etc.

Objective of the event

The objective of the event is therefore threefold: identifying the challenges related to practitioner competences, showcasing solutions and overall valuing the qualification of Career Guidance Practitioners, represent the importance of their activity, cooperation and collaboration across education, employment and youth sectors scope, and the required impact of quality career guidance services in a rapidly changing world.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.
