The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This publication shares ILO experiences and highlights success stories resulting from five technical cooperation projects on youth employment and women empowerment in Egypt, all designed to contribute to enhancing skills and employability among those disadvantaged in the labour market. Egypt has witnessed tremendous social and political changes since 2011, when the Arab Spring started to shake the political landscape in North Africa. Social unrest and instability led to sharp declines in economic growth rates that soon translated into low rates of job creation. This exacerbated poor labour market prospects for young people, in particular for women, who are at a stark disadvantage to access decent jobs, and for the growing number of highly educated graduates who do not find jobs that match their qualifications.

The ILO was called upon by the national government, workers, employers and civil society to support the economic and social transition as well as smooth labour market transformations. These types of interventions, which are grounded in internationally agreed labour standards, and also apply and adapt ILO tools to the Egyptian context, aim to enhance the relevance of skills provided, improve job matching, career guidance and counselling. These interventions also target those that are most disadvantaged, including working children.

The main purpose of this publication is to share ILO experiences and highlight success stories resulting from collaborative efforts between five technical cooperation projects on youth employment and women empowerment in Egypt, all contributing to enhancing skills and employability among those disadvantaged in the labour market: The Decent Jobs for Egypt’s Young People Project is supported by the Government of Canada; The Way Forward After the Revolution – Decent Work for Women in Egypt and Tunisia by the Government of Finland; Creating a Conducive Environment for Effective Recognition and Implementation of Women’s Fundamental Principles and Rights at Work in Egypt by the United States Department of State; Combating Worst forms of Child Labor by Reinforcing Policy Response and Promoting Sustainable Livelihoods and Educational Opportunities in Egypt by the United States Department of Labor; and, Transition To Employment: Career Guidance for Youth and Job Creation by the Italian-Egyptian Department for Development Swap Program.

The five success stories highlighted in this publication include: Training for employment; Upgrading informal apprenticeships; Skills sharing and upgrading within social and economic solidarity groups; Employment fairs; and, Career guidance.

The Government of Barbados continues to place considerable emphasis on the development of human and social capital, particularly through significant investment in education and related services. The Government is committed to increasing the number of secondary school leavers with the appropriate knowledge, skills, and competencies to successfully enter the job market or to embark on an economic enterprise. There is a focus on creating a labour force that can meet the changing demands of an open economy increasingly impacted by dynamic external forces. Further, the Government is cognisant of the growing need for specialised skills in emerging areas such as offshore financial and business development, tourism management, and agro-processing.

This Strategy is based on international best practice and adopts a holistic and multi-sector approach that embraces lifelong learning and strengthens links between education and the world of work. It further establishes cross-sectoral links among the lead human resource development agencies and focuses on synergies, knowledge sharing, and complementarities of financing mechanisms.

This paper studies the shift from manual to cognitive work in 10 economies of Central and Eastern Europe. It highlights the growth in the non-routine cognitive component of jobs, but pay particular attention to the increase in routine cognitive tasks, a trend that is pronounced in the CEE economies but absent in the most advanced economies. It shows that workforce upgrading and structural change were the main factors behind the increase in all cognitive tasks, but that the growth in routine cognitive tasks is partly attributable to rising shares of routine-intensive occupations. It identifies two groups of workers whose jobs depend most on performing routine cognitive tasks: middle-skilled men in the manufacturing sectors and middle-skilled women in the service sectors, who jointly represent 33% of workers in CEE. It finds that robust employment and wage growth among routine cognitive workers has so far prevented job polarisation in CEE. However, the relative prices of routine cognitive tasks are already higher than those of other tasks. If the prices of routine cognitive tasks rise further while technological progress continues, routine intensive employment may gradually decline. It concludes with policy implications of the findings.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Our day-to-day lives are more and more dependent on digital technologies. Life without a computer, a tablet or a mobile phone has become unimaginable, and more people than ever have access to the internet. There are 134 mobile subscriptions per 100 people in the EU and 83% of households in Europe have access to the internet at home. These impressive numbers can create an illusion that, by having access to digital technologies, people automatically know how to use them. People tend to assume that if they own a digital device and know how to use certain applications, then they already have all the necessary skills for personal and professional life.

A number of the National Operators of ECDL in Europe have carried out digital literacy studies to find out what the actual digital skills levels in their countries are. Austria, Denmark, Finland, Germany and Switzerland are all considered to be digitally advanced countries – they appear at the top of various international digital development indexes (for example, the Digital Economy and Society Index developed by the European Commission). However, surveys conducted in these countries revealed that gaps exist between self-perceived and actual levels of digital skills. Even young people, who are falsely assumed to be ‘digital natives’, usually under-perform in practical tests. This paper provides an overview of the main findings of the five studies and discusses their implications for digital skills development on the national and European levels.

In the wake of the technological revolution that began in the last decades of the 20th century, labour market demand for information-processing and other high-level cognitive and interpersonal skills is growing substantially. The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in several information-processing skills – namely literacy, numeracy and problem solving in technology-rich environments.

This volume reports results from the 24 countries and regions that participated in the first round of the survey in 2011-12 and from the nine additional countries that participated in the second round in 2014-15. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

El informe examina detenidamente cómo sería la economía si realmente fuese efectiva para las mujeres, en beneficio de todas y todos.

El informe examina detenidamente cómo sería la economía si realmente fuese efectiva para las mujeres, en beneficio de todas y todos, y examina el progreso en la obtención por parte de las mujeres de igualdad ante la ley, acceso a la educacion y otros servicios sociales; en el incremento de su visibilidad como agentes politicos; en su participacion en trabajos remunerados y sus beneficios; y en un mayor reconocimiento publico de la magnitud y la severidad de la violencia que experimentan. Pero tambien se pregunta por que los avances a la hora de garantizar a las mujeres el disfrute practico de una serie de derechos economicos y sociales han sido tan lentos y desiguales en los distintos paises y grupos sociales.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This paper brings new evidence on the impact of The Peruvian Job Youth Training Program (Projoven). Compared with prior evaluations of the program, this one has several advantages. This is the first experimental impact evaluation of Projoven, and also the first to measure impacts over a longer period: almost three years after training. Additionally, the evaluation supplements data from a follow-up survey with administrative data from the country's Electronic Payroll (Planilla Electrónica), allowing for a more accurate measure of formal employment. It also measures whether socioemotional skills of beneficiaries improved with program participation. The evaluation finds a high long term positive impact of Projoven on formal employment. It also finds certain heterogeneity of program impacts across subpopulations. Impacts on formal employment vary depending on the beneficiaries' gender and age, with different patterns of statistical significance depending on the data source used to measure employment formality. Finally, it does not find significant impacts on socio-emotional skills.
