Adopted by the Austrian Federal Government on 24 July 2012 National Action Plan on Disability 2012-2020 is envisioned as the main strategy of the Austrian government to implement the UN Convention on the Rights of Persons with Disabilities for the coming years. It has been developed with the involvement of the organisations of people with disabilities and civil society. With 8 main areas of action and a total of 250 actions, the Plan's scope covers the policy level, antidiscrimination, accessibility, education and training, employment, independent living, health and rehabilitation as well as awareness raising and information.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The policy aims to promote and protect the rights of people with disabilities and to provide them with opportunities for contributing their knowledge, experience and skills to national development of Sri Lanka.
The policy consists of two parts. Part One provides the rationale underlying policy formulation, containing its scope, underlying socio-economic considerations, barriers that exclude people with disabilities from the socio-economic mainstream, and the resources available for policy implementation. Among the aspects covered are access to training, education and employment for disabled persons (Part I, Section II.3).
Part Two lists the guiding principles which provide the policy framework and describes 26 policy areas which it addresses. Among the policy areas discussed are strategies for achieving equal opportunity in mainstream vocational training and skills development for persons with disabilities (Part II, Section VI.2). For each policy area, policy statements are made and strategies for their achievement are listed. The policy promotes community-based rehabilitation and engaging social partners in policy implementation.

The E-TVET Strategy sets the following targets in TVET:
1. Adopt a two-pillar approach in planning for employment and TVET considering (1) the characteristics and needs of the labour market, and (2) the abilities and needs of the trainees;
2. Develop the capacity of TVET agencies in line with their roles in planning, policy design, and resource development, as well as activities related to follow-up, monitoring, evaluation and networking;
3. Diversify the number and type of TVET providers and ensure their coordination and cooperation;
4. Promote women's participation in TVET and encourage their involvement at the planning and executive level;
5. Encourage media’s promotion of TVET as a way of enhancing positive attitudes towards vocational and technical professions and towards women's participation in TVET training and employment;
6. Initiate, institutionalize and upgrade channels between the demand and supply side of TVET - including legislation; information and resource development systems; occupational classification and standards; career counselling and employment services, etc.;
7. Promote TVET research by cooperating with universities and other TVET stakeholders;
8. Consider and apply international best practices in TVET with the objective of developing national planning capabilities;
9. Develop legislative tools and create an adequate legal framework for TVET;
10. Develop organizational structures that link general education and TVET allowing for greater flexibility of the TVET system;
11. Highlight and promote women’s role in TVET;
12. Establish the Higher Council for Human Resources Development to undertake responsibilities related to planning, police-making, and coordination of human resource development (HRD) at the national level;
13. Establish the E-TVET Council to undertake activities related to planning, policy-making and coordination for employment and TVET at the national level.

The Education and Human Resource Development Plan 2008 – 2020 recognises TVET as an instrument for meeting labour market needs in skilled manpower. It acknowledges current weaknesses of TVET and calls for reforms aimed at improving governance, access, financing, quality, relevance, private sector participation and acquisition of skills in a non-formal and informal way.
The overall goal is to create an efficient TVET system responsive to the present and future needs by providing a skilled and flexible workforce for sustainable development. To achieve this goal, the Plan defines six strategic goals:
1. Increase access and improve equity in TVET;
2. Improve articulation between TVET and general education;
3. Enhance the quality and relevance of TVET;
4. Strengthen management of the TVET system;
5. Sustain funding for TVET;
6. Make Mauritius a Regional Hub for TVET.

The Business, Technical and Vocational Education and Training (BTVET) Strategic Plan 2011 – 2020 denotes a paradigm shift for skills development in Uganda. An analytical report, which forms the basis of this Strategic Plan, was prepared by a consultant team of national and international experts. The analytical and conceptual work included substantial stakeholder consultation and was benchmarked against international experience in the reform of technical and vocational education and training systems. Five main objectives of the Plan are to:

- make BTVET relevant to productivity development and economic growth;
- increase the quality of skills provision;
- increase equitable access to skills development;
- improve the effectiveness in BTVET management and organisation; and,
- increase internal efficiency and resources available to BTVET.

TVET: Key for the Development of a Modern and Competitive Workforce

The Policy on Technical and Vocational Education and Training 2009 – 2014 focuses on technological and human resource development, and particularly on equal opportunity of access for males and females.
For that purpose, the Policy sets the following goals for TVET:
• Meet the need for highly skilled craftsmen and technicians through education and training during and after the secondary level;
• Make education and training opportunities available to all regardless of ethnic origin, sex, scholastic ability, aptitude, or place of residence;
• Develop competencies needed for successful transition from school to work with emphasis on leadership and personal employability skills;
• Ensure that students/trainees acquire competencies needed for employment or self- employment in occupations of their choice and for which there are employment opportunities;
• Promote programmes which are developed through collective efforts with business, industry, and government, and which effectively use public and private resources;
• Provide training or retraining for workers whose skills and technical knowledge must be updated as well as those whose jobs will be made redundant due to increasing efficiency, automation, or economic change;
• Expand the Technical and Vocational Education and Training programmes consistent with employment possibilities and national economic needs.

The overall aim of this Strategy is to empower people with disabilities so that they can enjoy their full rights, and benefit fully from participating in society and in the European economy.

On 15 November 2010 the European Commission adopted a new strategy to break down the barriers that prevent persons with disabilities from participating in society on an equal basis.

The Strategy identifies eight main areas for action which have the potential to contribute to the overall objectives of the Strategy and of the UN Convention on the Rights of Persons with Disabilities (UNCRPD): Accessibility, participation, equality, employment, education and training, social protection, health, and external action.

The Strategy aims to promote the rights of people with disabilities in their external action, including EU enlargement, neighbourhood and development programmes. The initial implementation plan identifies a series of actions for 2010-2015, which include, among others, supporting the national efforts of partner countries for the implementation of the UNCRPD, ensuring that EU development cooperation reaches persons with disabilities, consolidating the network of disability focal points in EU Delegations and Headquarters and increase the awareness of EU staff on disability matters.

Produced under the purview of the Youth Employment Network The National Action Plan for Youth Employment addresses existing inequalities and outlines how to provide opportunities for young people to realise their full potential thereby contributing to economic growth. It is based on an in-depth analysis of Sri Lanka’s labour market, which is presented in the report. The analysis focuses on the following four key labour market areas: equal opportunity, employment creation, employability, and entrepreneurship. In each of these areas, the report reviews key policies and programs and identifies the main issues and constraints.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

‘National Strategy on Technical and Vocational Education and Training Provision for Vulnerable People in Sri Lanka’ aims at providing broad access to vocational education and training for disadvantaged groups, namely: disadvantaged women, people with disabilities, disadvantaged youth, working poor, persons affected by conflict (including internally displaced persons and ex-combatants), and migrant workers. The Policy identifies the following seven Guiding Strategies for more inclusive vocational training system: ensure that training is relevant to the needs of employers; include livelihood and entrepreneurship training in vocational education; establish specialized training facilities; ensure support systems for vulnerable persons who wish to continue vocational education; recognize current skills through Recognition of Prior Learning; offer career guidance and counselling; and set appropriate admission criteria.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The plan has been developed with the technical assistance of the ILO and together with employers' organizations and trade unions. The three-year action plan to promote decent jobs for young people in the Former Yugoslav Republic of Macedonia is the result of cooperation between the government and social partners.

The plan outlines four strategic objectives, namely:
1) Strengthen the (youth) labour market governance system (mainstreaming of the Employment Service Agency reform throughout all local employment offices and strengthening of the Labour Inspectorate with a view to address informal employment);
2) Enhance youth employability (including the reform of the education and training system; the career counselling and guidance; the introduction of a flexible training system leading to gainful employment; and more and better career guidance services for young people);
3) Foster youth employment through private sector development (setting up a system of incentives to promote youth employment and establishment of dedicated youth entrepreneurship services);
4) Ensure the labour market inclusion of disadvantaged youth (improving targeting and financing of active labour market programmes; expanding promotional measures to move enterprises established by young people to the formal economy; integration of employment and social services to address multiple layers of disadvantage).
