After a decade of sustained growth averaging more
than 5 percent a year, the Bulgarian economy
contracted sharply as the global economic crisis hit
the country in 2008. The subsequent recovery
remains very modest. The employment rate among
the working age population (aged 16 to 64) over the
past three years has been persistently below pre?
crisis levels. Unemployment more than doubled from
5.7 percent in 2008 to 12.4 percent in 2012,
unleashing job?seeking emigration, especially among
the young Bulgarians. The government has
responded with a series of short?term measures
(e.g., subsidized employment) to restore growth and
employment. In the longer term, however,
continuously building a skilled workforce will be
fundamental for Bulgaria’s competitiveness and for
promoting sustained growth and shared prosperity,
especially in light of the country’s projected sharp
decline in the workforce due to population aging. In
light of the above, the government is considering a
number of reforms of the education sector, including
a new underlying law on preschool and school
education and amendments to the law on vocational
and technical training.

This report presents a comprehensive diagnostic of the
Republic of Moldova’s workforce development (WfD)
policies and institutions. The analysis is based on a
World Bank research tool created under the Systems
Approach for Better Education Results (SABER) initiative
and purposefully designed to provide systematic
documentation and assessment of WfD policies and
institutions. The SABER?WfD benchmarking tool also
aims to assist the government with the implementation
of the VET Development Strategy in the context of
international experience and global good practices.

This report presents the findings of the assessment of
Georgia’s workforce development (WfD) system,
conducted based on the World Bank’s Systems
Approach for Better Education Results (SABER) WfD
analytical framework and tool. The focus is on policies,
institutions, and practices in three important functional
dimensions of policy making and implementation—
strategic framework, system oversight, and service
delivery.1 The findings suggest that the main focus in
Georgia is shifting from policy conceptualization to
implementation. Many of the gaps identified share
common root causes, implying that addressing a
selected gap may lead to progress on related fronts.

A decade of sustained economic growth from 2000 to 2010 enabled the Republic of Yemen to achieve substantial
improvements in social and economic indicators. The government’s commitment to education, expressed in the
development of level-specific strategies as well as sustained public investment, led to a remarkable expansion in access to basic education and, consequently, higher demand at the secondary and tertiary levels. However, quality has remained a challenge at all levels: Increased enrollment has not resulted in higher completion rates or improved student performance, and students leave the education system ill-prepared for the labor market. After the events of 2011, and reaching an unemployment rate of 29 percent in 2012—estimated at 60 percent for youth—workforce development (WfD) has become a priority on Yemen’s political agenda.
The SABER-WfD benchmarking results, summarized below, reveal the various challenges faced by the WfD system in Yemen. These include a strong supply-driven approach, weak links between education outcomes and labor market needs, a small private sector, and a shortage of employment opportunities in the public sector. Addressing them will require focused and sustained efforts and collaboration across multiple WfD stakeholders in the public and private sectors, as well as civil society organizations and donors engaged in supporting WfD policies and programs. Capitalizing on the increased attention given to WfD in the last two years, two priority actions could be pursued: (i) formulating a unified strategic vision for WfD in Yemen; and (ii) identifying key economic sectors that are growing at the local level and developing training and apprenticeship programs accordingly.

This report presents a comprehensive diagnostic of the country’s WfD policies and institutions to inform policy dialogue on this important issue. The results are based on a new World Bank tool designed for this purpose.  Known as SABER-WfD, the tool is part of the World Bank’s initiative on Systems Approach for Better Education Results (SABER),2 the aim of which is to provide systematic documentation and assessment of the policy and institutional factors that influence the performance of education and training systems. It examines three crucial dimensions of the WfD system: strategic framework, system oversight, and service delivery. The SABER-WfD tool encompasses initial, continuing, and targeted vocational education and training that are offered through multiple channels and focuses largely on programs at the secondary and post-secondary levels. This report documents the results of the use of the SABER-WfD tool in Armenia for the first time.

The study takes advantage of a new diagnostic tool (SABER?WfD) to assess Turkey’s WfD for 2012. The tool is a part of the World Bank’s initiative on Systems Assessment for Better Education Results (SABER), focusing on several policy domains including WfD. Since FYR Macedonia’s independence in 1991, a number of reforms have been carried out in the
country aimed at the development of the economy and the labor force. These reforms have intensified
in the last seven years and include strong advocacy for workforce development (WfD); the
development of a systematic approach to gathering and using skills demands information to inform
policy. The latter approach has sought to strengthen the role of stakeholders in the process
of designing and adopting strategies and policies for WfD. However, social dialogue, regulated by laws
and programs, is still not yielding the desired results in practice.  
A number of sectoral strategies for economic development that contain a reference to WfD have
been adopted, including strategies for industrial development, development of agriculture, tourism,
innovation, SMEs, and vocational education and training. These strategies have been accompanied
by reforms in the respective areas and sectors. With a view to improving the quality of labor market
supply, compulsory education was extended to 13 years, encompassing elementary education, lower
secondary, and upper secondary education, with the intention of increasing the share of the
workforce that possessed higher qualifications. Two institutions were established: one supporting
vocational education (Centre for VET) and one supporting adult education (Centre for Adult
Education). Along with the increased investments in the infrastructure of VET education, these measures
are expected to strengthen the system for WfD.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

This study aims to provide policy makers in Ukraine with new evidence to
influence the design and implementation of public policies on postsecondary
education, labor market information and intermediation, and labor policies.
To do so, it investigates the nature of skills valued in Ukraine’s labor market,
identifies labor shortages, assesses constraints to firms’ operations, discusses how
institutions affect investment in skills, and suggests policy options. The report
provides granular evidence from original data from household and firm skills
surveys, a data set of online job vacancies, and an assessment of workforce development institutions.

The  global  financial  crisis  from  2008  affected  the  Romanian  economy  and  led  to  severe  austerity measures  being launched  by  the  government  in  2010.  Romania  then  began  a  relatively  slow  but  steady  economic  recovery.  In  2015 Romania recorded the highest investment rate in the EU with 24.7 percent of GDP and real GDP growth in 2016 was 4.9 percent. Despite the economic growth and agreements with the EU to support this trend further, Romania continues to have at‐risk‐of‐poverty and social exclusion rates that are among the highest in the EU, recording in 2015 a rate of 37 percent  compared  to an EU average  of  23.5  percent. Of  particular  concern  for a  continued economic growth are  the aging of the population, the low participation of the Roma population in the labor market and the high emigration rate, especially among youth. To combat poverty and support economic growth, the design and implementation of policies to  improve the quality of the workforce is essential.
