El mundo del trabajo es objeto de grandes transformaciones. Estas transformaciones causan un fuerte impacto en los mercados laborales y generan nuevos retos para sus instituciones, entre ellas, las relacionadas con la protección contra el desempleo y con la formación profesional y capacitación, que son clave para la creación de empleo pleno y productivo y el trabajo decente para todas y todos. Por una parte, la constante transformación de los mercados de trabajo y la heterogeneidad creciente de las relaciones laborales generan grandes desafíos para el diseño de instrumentos de protección contra el desempleo. Por otra parte, una adecuada cualificación de la fuerza de trabajo es un elemento clave para cualquier estrategia de desarrollo que aspire a centrar el crecimiento económico en la innovación y el conocimiento. Esto implica un gran reto para los sistemas nacionales de formación profesional y capacitación, que deben hacer frente a una diversidad creciente tanto de las demandas del sector productivo como de las personas que buscan integrarse de manera digna al mercado laboral.

Mediante un análisis de las experiencias recientes de los países de América Latina y Asia en relación con los sistemas de protección contra el desempleo y la formación profesional y capacitación, así como de los retos que enfrentan para el desarrollo de estas instituciones laborales, este libro procura contribuir al debate sobre el perfeccionamiento de instituciones laborales que fomenten el desarrollo sostenible en un mundo del trabajo cambiante.

Vocational education and training (VET) programmes are facing rapid change and intensifying challenges. How can employers and unions be engaged? How can work based learning be used? How can teachers and trainers be effectively prepared? How should postsecondary programmes be structured? This country report looks at these and other questions in the context of Peru.

The report has six chapters. The first chapter provides an overview of Peru’s education and training system and includes an in-depth discussion of its key strengths and challenges. Chapter two explores how Peru can improve the alignment between the supply of VET programmes and the demands of the labour market. Chapter three focuses on strategies for improving the quality in its VET programmes. The fourth chapter examines the fragmented architecture of Peru’s education and training system and provides recommendations on how to facilitate student transitions from one system or level to the next. Chapter five focuses on the need to address inequities in access to high-quality VET, particularly for student from low-income, rural, and historically disadvantaged groups. The final chapter explores how Peru can help students make informed choices about their education and training through better career navigation and consumer information services.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

En el presente Panorama Laboral Temático se analiza la realidad, tendencias recientes y perspectivas del empleo rural en América Latina y el Caribe, se da una idea actualizada y sintética de lo que significa 'trabajar en el campo en el siglo XXI' en la región y se extraen algunas recomendaciones de política.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This publication offers a portrayal of the opportunities for social inclusion afforded to young people in Latin America and the Caribbean, with a view to building stronger youth policies in the region. It begins by analyzing education and employment as a master key to the social inclusion of young people. The book sustains that the youth population must be included in the development processes if progress is to be made towards more egalitarian societies, not only because of the numbers of young people vis-à-vis the rest of the population, but also because of what these numbers mean in relation to dependency rates and the needs and issues particular to this stage of life.

Job training programs for vulnerable youth are the main response of Latin American governments to address the problem of inadequate employment opportunities for young people. Despite its importance, knowledge about these programs is scarce. This study contributes to filling this gap in the literature by presenting new evidence on the effectiveness of six of these programs operating or that were implemented in Colombia, Honduras, Mexico, Panama, Peru and Dominican Republic. This analysis uses the results of impact evaluations of these programs and the results of qualitative surveys of young participants and employers, and in-depth interviews to training centers, employers and policy makers. The main results confirm the limited evidence available, namely, that these programs have little impact on the probability of getting a job (although there is a high heterogeneity in these impacts), but a significant impact on job quality. From this analysis, the report proposes a research agenda to improve knowledge on the functioning and impact of these programs, and provide a series of recommendations to improve the design and increase the effectiveness of youth training programs.

Si bien Honduras ha experimentado tasas de crecimiento positivas en la última década, solo afectadas por la crisis financiera del 2008 y 2009, y la crisis política del 2009, un hecho relevante es que el crecimiento no se ha sustentado en el aumento de la productividad, la que ha decaído por varias décadas con respecto a la productividad de los países de América Latina y el Caribe (ALC) y, más aun, respecto a países del sureste asiático. La baja productividad se refleja dramáticamente en el mercado laboral. Las tasas de informalidad y subempleo de Honduras son de las más altas de ALC, y más de la mitad de la población vive en pobreza. Es posible que el aumento de inversiones pudiera ayudar a Honduras recuperar las tasas de crecimiento previas a las crisis, pero la creación de buenos empleos y la reducción de la pobreza dependen esencialmente de aumentar sostenidamente la productividad, particularmente, la productividad laboral que es la base para potenciar el mejor uso de los demás factores productivos. Este estudio contiene los principales resultados de la Encuesta sobre Productividad y Formación de Recursos Humanos en Establecimientos en Honduras (EPFRH 2011) y aporta respuestas sobre las prácticas, incidencia y contenidos de la capacitación, entre otros aspectos, que los establecimientos proporcionan a la fuerza laboral en Honduras.

This study intends to decompose apprenticeships. First, based on an extensive review of existing literature, it proposes a formal definition of apprenticeships that differentiates this type of training modality from other types of skills training. Second, it explores core elements and principles in depth that are central to apprenticeship programs —both in terms of their design and delivery— and presents examples of best practices from around the world that LAC countries can use as potential instruments to apply within their contexts. Third, it assesses the status of apprenticeship-type programs in LAC and provides an overview of the specific challenges these programs face in the region. By providing potential solutions to address them, the study sheds light on the transferability of long-standing apprenticeship models (Germany, Austria, Australia, the United Kingdom, among others) and, more so, of the aforementioned core elements and principles to the LAC context. Finally, in an attempt to close the gap between the theoretical and the practical, it provides a hands-on tool kit for policy makers and employers to ask pertinent questions when considering the design of new programs or the revamping of existing ones.

This report looks at a range of local employment and economic development issues in Saskatchewan and the Yukon, Canada, with a focus on indigenous peoples. The report provides a comparative framework to understand the role of the local level in contributing to more and better quality jobs, and practical recommendations to help federal, provincial/territorial, and local policy makers in Canada build effective and sustainable partnerships that join-up efforts across employment, training, and economic development policies. Co-ordinated policies can help workers find suitable jobs, while also stimulating entrepreneurship and productivity, which increases the quality of life and prosperity within a community as well as throughout the country.

'Better Policies' Series In recent years, Mexico has distinguished itself for having a solid macroeconomic framework with low inflation and strong openness to international markets. This has increased the country’s attractiveness as a destination for international investment, which is increasingly flowing into high value-added sectors. Since recently, Mexico hosts a large number of modern firms, notably in the sectors of aerospace, automobiles, foods and beverages, which employ high-skilled and well-educated workers. But other parts of the economy are characterised by high informality, low-skilled work, weak productivity and out-of-date technologies. As a result, the Mexican economy experienced a prolonged growth slowdown during the past three decades, leaving it behind other OECD countries and hurting the population’s relative living standards. This document explores Mexico’s education and skills priorities with regard to informality and provides some recommendations.
