The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This document is one of a collection of notes about public employment services in selected Latin American and Caribbean countries. Colombia is a medium-sized country that has experienced steady economic growth since the beginning of the 2000s. As the economy has improved, so the numbers of people living in extreme poverty have fallen; however, income inequality remains widespread (Joumard and Londoño, 2013). Low wages, unemployment and a very large informal sector prevent some categories of workers from improving their position in the labour market, in particular, those with low skills (below secondary education) and with no access to training (ILO, 2013).

This note provides an overview of the main trends and innovations of the Public Employment Services in Colombia.

Over the last two decades, Chile has achieved good economic performance, higher rates of employment and lower rates of poverty. GDP has grown at an average of 5 per cent per year since 1990, despite the recent decline in copper prices, which represent an important source of export earnings for the country (Banco Central, 2015). However, despite strong economic growth and increased spending on social development, challenges remain in reducing social inequality and promoting a more inclusive labour market.

This note provides an overview of the main trends and innovations of the Public Employment Services in Chile.

One of the largest economies in South America, Argentina has significantly reduced poverty and unemployment by implementing pro-poor economic policies and placing employment at the centre of the country’s macroeconomic policy. In the immediate aftermath of the economic and financial crisis of 2008-09, economic growth and employment creation resumed quite rapidly, and although since 2012 the pace has slowed, so Argentina maintains a low but positive employment growth trend (INEDIC, 2014). In 2014, employment (53.9 per cent) and unemployment (7.4 per cent) rates remained relatively stable but with a slight decrease as compared with the previous year of (-1.0 per cent) and (-0.1 per cent), respectively.

This note provides an overview of the main trends and innovations of the Public Employment Services in Argentina.

This collection of notes about public employment services (PES) provides an overview of the main trends and innovations promoted by selected countries to help jobseekers find and retain a job and employers recruit workers who meet their business needs. There are increasing examples showing that linking people with better job opportunities is a twin-track strategy that requires the delivery of core employment services in combination with employability development programmes.

This is a joint initiative launched by the Employment and Labour Market Policies Branch, Employment Policy Department, and ILO Decent Work Team and Country Office for the South Cone of Latin America.

Esta colección de notas sobre los servicios públicos de empleo (SPE) ofrece una visión general de las principales tendencias e innovaciones promovidas por algunos países para ayudar a los buscadores de empleo a encontrar y mantener un empleo y a los empleadores a encontrar trabajadores con las competencias que respondan a sus requerimientos. Cada vez existen más ejemplos que demuestran que la vinculación de las personas con mejores oportunidades de empleo es una estrategia de doble vía que requiere la prestación de servicios básicos de empleo en combinación con programas orientados al desarrollo de la empleabilidad.

Esta es una iniciativa conjunta entre el Servicio de Empleo y Mercados de Trabajo, Departamento de Política de Empleo y el Equipo de Trabajo Decente para el Cono Sur de América Latina de la OIT.

Postsecondary education and training institutions are viewed by countries around the world as engines for accelerating growth through human capital development needed for knowledge-based economies. Emerging economies in Asia too aspire to strengthen advanced skills and education systems in order to move up global value chains. While developing countries in Asia have recorded high growth rates in the last decade, they face possible stagnation unless they are able to upgrade the quality and capability of their work force in line with the demands of world markets.

Within this context, this publication arises from a knowledge partnership between ADB and the Colleges and Institutes Canada (CICan, formerly the ACCC) on skills development and TVET. CICan has partnered with ADB in the ADB International Skills Development series to advance dialogue on skills development between practitioners, policy makers, industry representatives and academia. This publication outlines the journey and success of the Canadian Community College models and approaches and their relevance to developing countries.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.
