The Afghanistan National Development Strategy (ANDAP) includes an overview of objectives and actions for the period 2008 to 2011. The Strategy has been tailor-made to fit the peculiar situation of Afghanistan and the challenges faced by the disability sector in the country, including: the lack of trained personnel and the time needed to provide adequate training; the lack of financial resources; and the volatile security situation in parts of the country. The ANDAP covers the six key elements of war victim assistance and two additional areas, community based rehabilitation and inclusive education, which have been identified as requiring more focused attention in the Afghan context.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Czech Republic has been elaborating National Plans on disability since 1992. The implementation of the Disability National Plans has discernibly improved the Government’s approach to disabled persons, which has been positively reflected in many areas that are important in preserving the quality of life and dignity of this group of people and help them integrate into society. The National Plan is divided into separate chapters corresponding to the various articles of the Convention. Each chapter contains a brief description of the current status and goals to be achieved through action, and a set of measures along with a specification of the ministry responsible for their implementation.

Conceived as a tool for the government to foster the implementation of the CRPD and as an “engine for change”, this action plan is based on the principle of inclusion. As the idea of inclusion is a central guiding principle of the Convention, the plan aims to change German culture and society and to render them more inclusive. The plan covers a 10-year period and sets forth a list of measures to close existing gaps between legislation and practice and to facilitate the active participation of people with disabilities in society. The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Tripartite - Plus Regional Meeting, 29-31 March 2011, Bangkok, Thailand, (ILO), 2011 The report summarizes the presentations and discussions of the meeting. The objectives of the meeting were: to review the status of laws and policies, programmes and services relating to inclusion of persons with disabilities in general vocational education and training; to share knowledge and good practices by social partners of inclusive vocational training in the region and globally; to identify steps required to improve access by people with disabilities to general skills development programmes; and to encourage countries to take tripartite action at national and local level on promoting policies on inclusive vocational education and training.

The Independent Living Strategy (ILS), published in March 2008, sets forth actions aimed at improving the choice and control disabled people have over the services they need to live their daily lives. The strategy is aimed at fostering the possibility for people with disabilities to have greater choice and control over how support is provided and to achieve greater access to housing, education, employment, leisure and transport opportunities and to participation in family and community life. In addition, the report makes proposals for the involvement of disabled people (including older disabled people) and their organizations in the implementation of the Strategy and invites responses to these proposals.

This action plan addresses the background, objectives, policies, strategies, and lists the agencies responsible for implementing activities, and the period of implementation, for each of the 17 areas specified as priority areas. The plan has adopted the long term objective of establishing an inclusive, obstacle free and rights-based society for people with disabilities, while including them in the mainstream of national development. Besides, the document stresses the need to generate people's awareness and promote the government intention of establishing national accessibility standards.
