Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The report presents an assessment and lessons learned from successful local approaches to support youth in transitioning into employment, education or training from a series of case studies undertaken in 2011 and 2012 by the OECD Local Economic and Employment Development (LEED) Program. The themes covered include the governance aspects of local youth employment strategies and tools and approaches implemented at the local level that seem effective in addressing the challenge of youth who are not in education, employment or training (NEET). The report contains two case studies. The first one - Glasgow Youth Employment Partnership initiated by the local authority and involving all of the key stakeholders - is an example of an integrated and comprehensive city strategy to tackle the NEET challenge. The second case study reviews the Canadian BladeRunners program that supports transition to employment of disadvantaged youth.

The paper summarises key findings of the study visit to the Austrian province of Upper Austria undertaken as part of the OECD Local Economic and Employment Development (LEED) Forum on Partnership and Local Governance to learn about specific local youth integration policies and partnership strategies for youth employment, developed and delivered within the framework of provincial and local partnerships. The report gives an overview of some of the latest youth-related policies and initiatives in the province to keep youth joblessness low, to better meet employers’ skill demands, and to work with disadvantaged young people to make sure they do not fall through the cracks between education and work. The thematic paper is designed to be useful to local practitioners and policy makers working in the area of youth employment, education and training who can learn from the good practice initiatives outlined and perhaps adapt elements to work in their own regions.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Work4Youth Publication Series No. 4 This report presents the highlights of the 2012 School-to-work Transition Survey (SWTS) implemented by the National Statistics Office of the Republic of Malawi within the framework of the ILO Work4Youth Project. Work4Youth Publication Series No. 3

This report presents the highlights of the 2012 School-to-work Transition Survey (SWTS) and Labour Demand Enterprise Survey (LDES) run together with the Liberian Institute of Statistics and Geo-information Services within the framework of the ILO Work4Youth project. The SWTS and LDES, implemented in 2012 with a second round planned for 2014, can serve as principal tools for monitoring the impact of policies and programmes outlined in the National Employment Policy and other national policy instruments. This report is intended for the policymakers and social partners that are concerned with the implementation, monitoring and evaluation of the youth-related policies and programmes. It analyses indicators generated from the survey and presents a detailed picture of youth in the labour market with a specific focus on the quality of youth employment.

Many countries worldwide reinforce their education and training systems’ capacity to respond to the pressures of globalisation and the challenges of the knowledge society. Closer cooperation between business and education is one of the tools for providing learners with new skills and competences for work. However, knowledge available on the current modes of cooperation between the education and private sectors, and the roles and responsibilities of the different stakeholders is limited and fragmented.

This study seeks to fill in this gap by exploring policy and strategically driven approaches to education and business cooperation in Georgia. It follows a study design, consisting of desk research, data exchange with partner institutions, as well as focus group meetings in April 2010 and a validation workshop conducted in June 2010. During this intensive consultation process, facilitated by the ETF, the main national stakeholders (representatives from relevant ministries, social partners, the education system, businesses and the civil society) discussed the state of play and provided recommendations for its improvement. This final report is based on the key discussion points and messages.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The G20 Labour and Employment and Finance Ministers’ Communiqué, adopted at the Joint G20 Finance and Labour Ministers' Meeting (19 July 2013, Moscow), stresses the importance of coordinated and integrated policies to act on both the demand and supply sides of labour markets. Among six policy fields identified by Ministers as important for a broad range of countries is promoting well-targeted cost effective and efficient labour activation programs, focused on skills training and upgrading, fostering youth employment, promoting vocational training and apprenticeships and facilitating exchange of best practices among G20 countries and social partners on activation policies.

The Adolescent Girls Initiative Learning From Practice Series Launched in 2008, as part of the World Bank Group’s Gender Action Plan, the Adolescent Girls Initiative (AGI) aims to help adolescent girls and young women make a successful transition from school to work. This policy note explores life skills programs focused on employability of young people. The programs are incorporated into all of the AGI pilots. Typical duration of programs within AGI pilots is approximately 40 hours over the course of several months. For each of the AGI pilots, the paper summarizes (i) the key steps in the curriculum development; (ii) the training content; and (iii) the implementation model. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Adolescent Girls Initiative Learning From Practice Series The document provides an overview of STEPS (Supporting Talent, Entrepreneurial Potential and Success) project that is being implemented in two rounds between 2011 and 2013 as part of World Bank’s Adolescent Girls Initiative. STEPS is experimenting with two different interventions to help young people transition to the labor market: (1) a marketplace competition to promote a culture of entrepreneurship by identifying and supporting young entrepreneurs who are seeking to start or expand a business; and (2) career counseling offices to provide job placement and career counseling services to university students.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This study surveys active labor market programs (ALMPs) in selected countries of the Middle East and North Africa (MENA) region, identifies key challenges to their effective and efficient delivery, and proposes a policy framework for reforming public service provision. Drawing on data collected through surveys administered to public social, employment, and education agencies in selected MENA countries, the paper identifies key constraints and options for reforming publicly provided employment programs. Recent political transitions arising from the Arab Spring have contributed to the deterioration of labor market outcomes in the MENA region. In this context, ALMPs could become an important policy lever to address some of the challenges facing labor markets. These include: joblessness, skills mismatches, lack of labor market mobility, large and expanding informal sector, and lack of formal employment networks. The study also provides specific details on the beneficiaries, targeting, and expenditures of ALMPs during this same period. It proposes a series of reforms that could improve the performance of publicly provided ALMPs in the region. In particular, it reveals an urgent need to involve the private sector in the design and implementation of employment programs in MENA.
