Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

This report is part of a series of working papers from the OECD Local Economic and Employment Development (LEED) Programme. This paper discusses some of the impacts of climate change including its regulation on labour markets, the dynamics of green growth at the levels of jobs and skills development, and the local implications for mitigation and enabling green growth. It argues that much benefit will come from focusing efforts on skills transformation, tools and initiatives.
