Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

OECD Economics Department Working Papers, No. 1143 This paper assesses the extent and nature of skills shortages in Canada. After considering the responsiveness of labour supply to such shortages, the paper goes on to look at how adjustment could be strengthened through further measures to enhance labour-market information. In the first section, measures to increase the supply of skills in demand through education and training are discussed, while in the following sections, further steps to make the immigration system more responsive to labour market demands are considered. The paper finishes by looking at how skills shortages could be reduced by going further in lowering inter-provincial barriers to labour mobility.
