Initial education and training and lifelong learning benefit individuals, employers and society as a whole. Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. Effective mechanisms for financing skills development vary according to countries’ economic and political circumstances and the degree and level of social dialogue established.

This report provides an overview of the discussions that took place from 9 to 16 May 2016 on the UNEVOC TVeT Forum. This virtual conference sought to inform the wider technical and vocational education and training (TVET) community about a collaborative research project currently undertaken by the NCVER and UNESCO-UNEVOC which aims to explore the different benefits from investing in TVET and ways to measure the return on investment in TVET across a range of countries. The report also identifies a number of challenges in measuring and comparing return on investment.
