Experts from many international, regional and national agencies generously share their views, experiences and findings on skills, helping policy-makers among other stakeholders to understand the linkages between education, training and the world of work, and how to integrate skills into national development planning to promote employment and economic growth.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.
Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

During the pandemic and also due to the socio-economic impact of COVID-19, the need for accessible educational and career guidance has increased. Across Europe, counselling services have been shifted online, and more has been invested in the further development of online portals and distance counselling.
In her keynote speech, Cynthia Harrison (Cedefop) outlines digital developments in lifelong guidance, the training needs of counsellors and the role of lifelong guidance in post-pandemic reconstruction through reskilling and upskilling.
Building a consulting relationship is an important factor for successful online counseling. Stefan Kühne's lecture sheds light on the possibilities of relationship design and discusses opportunities and limits in the digital setting. What can online counsellors offer in career guidance in terms of relationships and where are the limits?
Examples from Austria and Estonia show the developments that counselling services have taken. Barbara Oberwasserlechner and Karin Okonkwo Klampfer present Online Educational Counselling Austria, Margit Rammo (Euroguidance Estonia / Education and Youth Board of Estonia) and Kristina Orion (Estonian Unemployment Insurance Fund), give an insight into the latest developments in the field of online counselling in Estonia.
In the afternoon, four parallel workshops offer the opportunity to deepen the discussion and get to know innovative approaches in the field of consulting. The plenary presentations in the morning will be streamed.
We invite you to network with colleagues from Austria and Europe at the Euroguidance Conference 2022! Throughout the event, a project exhibition and an Erasmus+ Corner will provide an opportunity to get to know projects and develop project ideas.
The event will also celebrate the 30th anniversary of the Euroguidance network and 25 years of Euroguidance Austria.
The event will be interpreted into Austrian Sign Language.
