Initial education and training and lifelong learning benefit individuals, employers and society as a whole. Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. Effective mechanisms for financing skills development vary according to countries’ economic and political circumstances and the degree and level of social dialogue established.

The publication discusses how current training policies and programs in developing countries need to change to improve education levels and skills development. It uses the evidence from recent rigorous evaluations to provide a comprehensive review of technical vocational education and training policies, incentives for on-the-job-training, and training related active labor market programs. These interventions tend to fall short when based on insufficient understanding of the market failures they are trying to solve and/or the government failures that constrain their implementation. The report argues that the key to more productive investments in training and a better alignment between the supply and demand of technical, cognitive, and noncognitive skills lies in better functioning product, capital, and labor markets. Following on this diagnosis, the publication presents several new ideas about how to improve the design and implementation of skills-related programs to make them more effective and relevant.
