The paper offers a general overview of skills development strategies and programmes in Latin America which benefit marginalized groups. It delivers: (1)a general overview on skills development and marginalization in the Region; (2)an analysis of formal and non-formal skills acquisition architecture focusing on institutional arrangements, donor initiatives, and south-south technical cooperation; (3)an analysis of the relevance of post-primary education; and(4)an identification of best practices in skills programmes and vocational training, with a focus on the informal sector, urban and rural areas, and indigenous people.
