The world of learning and the world of work are separate but linked. While one involves learning, the other produces goods and services. Neither can thrive without the other. Strong partnerships between government, employers and workers help ensure the relevance of training to the changing needs of enterprises and labour markets.

This report examines vocational education and training programs in Germany including how they are changing, how they are funded, how they are linked to academic and university programmes and how employers and unions can be engaged. The study focuses on one section of advanced VET, namely VET schools and advanced training courses such as those for the master craftsman qualification. It finds that unemployment rates for VET school leavers, master craftsmen and technicians in Germany are among the lowest in the OECD zone.
The country report is part of the Skills beyond School series, OECD policy reviews of postsecondary vocational education and training.
