On estime qu'il y a aujourd'hui un milliard de personnes handicapées dans le monde, dont environ 785 millions en âge de travailler. Certaines ont un emploi et sont parfaitement intégrées dans la société, mais la plupart est confrontée à un niveau disproportionné de pauvreté et de chômage. C'est une perte considérable tant pour elles que pour leur pays. Des mesures tenant compte des personnes handicapées dans les politiques de formation et d'accès à l'emploi, associées à des aides spécifiques, favoriseraient leur insertion par l'obtention d'un emploi productif pleinement intégré.
