SABER Workforce Development Korea Country Report 2013

The study benchmarked policies and institutions for workforce development (WfD) in Korea
and identified measures that helped strengthen the system. It relied on a new diagnostic tool
(SABER-WfD1) and a wide range of primary and secondary evidence to make the assessment,
focusing on the three Functional Dimensions of WfD polices and institutions identified in the
SABER-WfD tool: strategic framework; system oversight; and service delivery. By
documenting the status of these policies and institutions in 1970, 1990 and 2010 the study
tracked the progressive development of the Korean WfD system over a 40 year period during
which the economy grew rapidly. WfD institutions, policies and practices related to the first
Dimension, already strong in 1970, became stronger in subsequent decades, while significant
and steady gains were achieved in the other two Dimensions as well, especially after 1990.

Good practices in using partnerships for effective and efficient delivery of employment services in South Korea

This study was commissioned to contribute to the debate regarding the role of partnerships in promoting more efficiency in and effectiveness of employment services and ALMPs. In addition to reviewing literature at the global level, the study sought to fill knowledge gaps in developing and emerging countries, with a bias towards the BRICS. Five country studies were commissioned, covering the People’s Republic of China, Colombia, India, the Republic of Korea (South Korea) and the Russian Federation.

This study on South Korea, included because of the country’s outstanding history of rapid development, provides a wealth of knowledge on various important subjects, including the use of e-services, the developmental role of the State, policy coherence at all levels, performance management, the importance of an enabling legal framework, etc., which forms an invaluable reference for other countries.

Skills training by small and medium-sized enterprises: Innovative cases and the consortium approach in the Republic of Korea

This paper presents targeted government policies for promoting training in small and medium-sized enterprises (SMEs) to increase their contributions to economic development. It first discusses the role of SMEs in country development and the special challenges facing SMEs in developing human resources. It then surveys some innovative, targeted policies for promoting training by SMEs in Asia and Latin America. The paper elaborates on the objectives and achievements of a successful targeted SME training policy, the SME Training Consortiums Program in the Republic of Korea, as a best practice. This paper concludes with some cautionary remarks for developing countries seeking to adopt targeted SME training policies.
