Kazakhstan has made major economic and social advances in the past decade and a half. Yet, Kazakhstan needs to sustain high growth rates in the future to converge towards the living standards of OECD countries. This report provides a review of the labour market and social policies that could help Kazakhstan in its dual objectives of building more inclusive labour markets, while maintaining a path of strong growth. It explores the role that institutions and policies play in helping vulnerable groups to access gainful and productive jobs, particularly focusing on three key groups: youth, older workers, and people with disabilities, and provides a comprehensive set of policies to increase the employment and employability of these groups. Evaluations and lessons from innovative experiences in OECD and other countries are used to formulate recommendations tailored to Kazakhstan.

The youth employment crisis presents a major challenge for the future of the Commonwealth of Independent States (CIS) countries. At the same time, workers are experiencing a lack of decent work and face long-term social exclusion. Aggravated by the global economic and financial crisis in the labour markets of CIS, the unemployment rate is projected to remain at just over 18 per cent until 2018.

The situation requires governments, employers and workers to promote, create and maintain decent and productive jobs. In the resolution 'The youth employment crisis: A call for action', adopted by the International Labour Conference in 2012, representatives of the Governments, employers and workers of 185 countries, called for urgent and immediate action to reverse the youth employment crisis. This note presents the results of that initiative.

Двухлетняя работа «Инициативы предприимчивых сообществ» подтвердила динамизм местных структур в мобилизации ресурсов для создания партнерств, способствующих развитию профессиональных навыков. Их влияние на свои территории удивительно: они создают рабочие места, развивают предпринимательство и формируют новые компетенции у студентов. Все это, безусловно, способствует экономическому росту и развитию, укреплению социальной сплоченности на местах.

Les communautés entrepreneuriales sont des partenariats volontaires, visionnaires, innovants, ancrés au niveau local et proactifs qui créent des emplois efficaces et durables en développant les ressources humaines locales. L’initiative de l’ETF «Communautés entrepreneuriales», qui a duré deux ans, a confirmé le dynamisme des acteurs locaux, qui rassemblent des ressources dans le but de créer des partenariats pour les compétences. Les dix partenariats sélectionnés présentés dans cette publication illustrent des approches innovantes de l’enseignement.
