This report seeks to foster an understanding of the context, constraints, and opportunities for increasing productive employment in Fiji, and inform evidence-based policies that will promote productive employment and decent work. Chapter 3 reviews the education and technical and vocational education and training (TVET) system and programs, access and quality to higher education and TVET, and the school-to-work–transition interface and matching of skills. In particular, it analyzes the continuum from school to work and the ‘disconnections’ that occur because of factors related to government policy, training institutions, industry dynamics, gender equity, and individual circumstances.

Review of the Pacific Framework for Technical and Vocational Education and Training

This Review of the Pacific Framework for Technical and Vocational Education and Training (TVET) aims to evaluate the progress and uptake of the Pacific TVET Framework (2012-15), and to identify lessons learned and effective practices to support a new TVET framework for the Pacific. It was conducted using a variety of methods, including desk research, survey, and in-country consultations in five Pacific countries – Fiji, Palau, Papua New Guinea (PNG), Marshall Islands and Tuvalu. The observations and recommendations from this review will inform the formulation of the new Pacific Education Development Framework (PEDF), especially the PEDF TVET outcome, in 2016.

The report highlights the need to coordinate economic and employment policies among relevant ministries and stakeholders, encourage and facilitate small and medium-sized enterprise development, expand income generation opportunities for subsistence and informal workers in Fiji, strengthen the quality and relevance of education and technical and vocational education and training (TVET), promote greater coordination between institutions and industry sectors to keep curriculum aligned to industry needs, and strengthen labor market policies and institutions.

Fiji Islands: A National Policy on Persons Living with Disabilities 2008-2018

The purpose of this policy is to provide a framework for addressing disability in Fiji and to develop a more inclusive society, create greater awareness of the needs of people with disabilities and identify priority areas for action to dismantle barriers hindering the full participation of people with disabilities in the social and economic life of the Fiji Islands. Skills development and improved participation in employment of people with disabilities is one of 12 strategic policy areas of the document. The policy is the result of wide stakeholder consultation throughout Fiji.
