Albania: National strategy on people with disabilities 2006
The National Strategy on People with Disabilities (NSPD) is the program of action of the Albanian government to improve the lives of people with disabilities by developing new policies and programs and bringing the existing policies and programs in line with the international guidelines issued by the United Nations, the Council of Europe and the European Union. NSPD is a legal document, Decision of the Council of Ministers (DCM) No. 08, (01/07/ 2005), which defines the objectives to be achieved in the period 2004-2014, and the respective responsibilities of the Albanian central and local government to carry out specific tasks to attain those objectives. The document has stated the following seven objectives that will ensure the achievement of the goal: 1). to encourage education towards a society that creates opportunities for participation for people with disabilities; 2). to guarantee human rights of the people with disabilities; 3). to secure optimal education for people with disabilities; 4). to secure opportunities for employment and economic advancement for people with disabilities; 5). to promote responsible and accountable public social services for people with disabilities; 6). to support the efforts of people with disabilities for good quality of life in the community; 7). and, to collect information on people with disabilities and disability related issues. NSPD has determined five fields of intervention: 1). life without barriers (accessibility); 2). services (medical, social, rehabilitative; 3). employment, vocational training and education; 4). capacity building; 5). and, legislation and research.
