Cambodia
In 2016, Cambodia became a lower middle-income country, having achieved an average annual growth rate of 7.6 per cent between 1994 and 2015. The country’s positive course seems set to continue. However, Cambodia is facing new challenges, such as the need to diversify its economy and move up the value chain to further reduce poverty and keep pace with external competitors.
The labour force participation rate in Cambodia is high. The economy’s active workforce represents 84.8 per cent of the total population of working age. Underemployment in rural areas and excessively long working hours in non-agricultural jobs are important issues. The vast majority of newly created jobs are low skilled and fail to offer decent working conditions. Poverty has been a strong driver of internal and international labour migration. In recent years, there has been a growing need to cater for the skills development of returning migrants due to political instability and insecurity in neighbouring countries.
Various factors contributed to a significant skills mismatch in the country. This discrepancy between the skills that are sought by employers and the skills that are possessed by individuals is partly due to low educational attainment among the working-age population, continued challenges regarding the progression from primary to secondary education and the poor quality educational opportunities available. The technological progress is further exposing the pervasive nature of the skills mismatch.
Cambodia’s Technical and Vocational Education and Training (TVET) system faces a number of challenges, such as limited access to training, poor quality and relevance of training, shortfall in private sector involvement, lack of effective governance and oversight mechanisms as well as lack of quality apprenticeships. Nonetheless, there has been important positive developments towards the reform of TVET. The latter is now addressed through a dedicated policy also known as the National Technical and Vocational Education and Training Policy 2017–2025. Moreover, progresses has been made in the fields of:
- digital transformation of TVET;
- development and implementation of the Quality Apprenticeship system, based on the new Standard Operating Procedures on Apprenticeship in Cambodia Programme;
- Recognition of Prior Learning (RPL);
- capacity building of Sector Skills Councils;
- greening of the TVET system;
- skills innovation and anticipation;
- transition to the world of work, including labour placement and entrepreneurship development.
ក្នុងឆ្នាំ 2016 ប្រទេសកម្ពុជាបានក្លាយជាប្រទេសដែលមានចំណូលមធ្យមកម្រិតទាប ដោយទទួលបានអត្រាកំណើនប្រចាំឆ្នាំជាមធ្យម 7.6 ភាគរយចន្លោះឆ្នាំ 1994 និង 2015។ ដំណើរវិជ្ជមានរបស់ប្រទេសនេះហាក់ដូចជាបានបន្ត។ ទោះបីជាយ៉ាងណាក៏ដោយ ប្រទេសកម្ពុជាកំពុងប្រឈមមុខនឹងបញ្ហាប្រឈមថ្មីៗ ដូចជាតម្រូវការដើម្បីធ្វើពិពិធកម្មសេដ្ឋកិច្ចរបស់ខ្លួន និងផ្លាស់ប្តូរខ្សែសង្វាក់តម្លៃ ដើម្បីកាត់បន្ថយភាពក្រីក្របន្ថែមទៀត និងរក្សាល្បឿនជាមួយនឹងដៃគូប្រកួតប្រជែងខាងក្រៅ។
អត្រាចូលរួមកម្លាំងពលកម្មនៅកម្ពុជាមានកម្រិតខ្ពស់។ កម្លាំងពលកម្មសកម្មរបស់សេដ្ឋកិច្ចតំណាងឱ្យ 84.8 ភាគរយនៃចំនួនប្រជាជនសរុបនៃអាយុធ្វើការ។ ការងារមិនគ្រប់គ្រាន់នៅតំបន់ជនបទ និងម៉ោងធ្វើការយូរពេកក្នុងការងារមិនមែនកសិកម្មជាបញ្ហាសំខាន់។ ការងារដែលទើបបង្កើតថ្មីភាគច្រើនមានជំនាញទាប ហើយមិនបានផ្តល់នូវលក្ខខណ្ឌការងារសមរម្យ។ ភាពក្រីក្រគឺជាកត្តាជំរុញដ៏ខ្លាំងក្លានៃការធ្វើចំណាកស្រុកការងារក្នុង និងក្រៅប្រទេស។ ក្នុងរយៈពេលប៉ុន្មានឆ្នាំចុងក្រោយនេះ មានតម្រូវការកាន់តែច្រើនឡើង ដើម្បីផ្គត់ផ្គង់ដល់ការអភិវឌ្ឍជំនាញរបស់ជនចំណាកស្រុកដែលវិលត្រឡប់មកវិញ ដោយសារអស្ថិរភាពនយោបាយ និងអសន្តិសុខនៅក្នុងប្រទេសជិតខាង។
កត្តាជាច្រើនបានរួមចំណែកដល់ការមិនស៊ីគ្នានៃជំនាញដ៏សំខាន់នៅក្នុងប្រទេស។ ភាពខុសគ្នានេះរវាងជំនាញដែលនិយោជកស្វែងរក និងជំនាញដែលបុគ្គលមានគឺមួយផ្នែកដោយសារតែការទទួលបានការអប់រំទាបក្នុងចំណោមប្រជាជនក្នុងវ័យធ្វើការ ការប្រឈមបន្តទាក់ទងនឹងការវិវត្តន៍ពីកម្រិតបឋមសិក្សាដល់មធ្យមសិក្សា និងឱកាសអប់រំដែលមានគុណភាពអន់។ វឌ្ឍនភាពនៃបច្ចេកវិទ្យាកំពុងបង្ហាញឱ្យឃើញនូវលក្ខណៈរីករាលដាលនៃជំនាញដែលមិនស៊ីគ្នា
ប្រព័ន្ធអប់រំបណ្តុះបណ្តាលបច្ចេកទេស និងវិជ្ជាជីវៈ (TVET) របស់កម្ពុជាប្រឈមមុខនឹងបញ្ហាមួយចំនួន ដូចជាលទ្ធភាពទទួលបានវគ្គបណ្តុះបណ្តាលមានកម្រិត គុណភាពអន់ និងភាពពាក់ព័ន្ធនៃការបណ្តុះបណ្តាល កង្វះការចូលរួមពីវិស័យឯកជន កង្វះយន្តការអភិបាលកិច្ច និងការត្រួតពិនិត្យប្រកបដោយប្រសិទ្ធភាព ព្រមទាំងកង្វះគុណភាព។ កម្មសិក្សា។ យ៉ាងណាក៏ដោយ មានការវិវឌ្ឍជាវិជ្ជមានសំខាន់ៗឆ្ពោះទៅរកការកែទម្រង់ TVET។ ឥឡូវនេះត្រូវបានលើកឡើងតាមរយៈគោលនយោបាយដែលត្រូវបានគេស្គាល់ផងដែរថាជាគោលនយោបាយជាតិអប់រំបច្ចេកទេស និងវិជ្ជាជីវៈឆ្នាំ ២០១៧-២០២៥។ ជាងនេះទៅទៀត វឌ្ឍនភាពត្រូវបានបង្កើតឡើងក្នុងវិស័យ៖
ការផ្លាស់ប្តូរឌីជីថលនៃ TVET;
ការអភិវឌ្ឍន៍ និងការអនុវត្តប្រព័ន្ធកម្មសិក្សាគុណភាព ដោយផ្អែកលើនិតិវិធីប្រតិបត្តិការស្តង់ដារថ្មីស្តីពីកម្មវិធីកម្មសិក្សានៅកម្ពុជា។

ការកសាងសមត្ថភាពក្រុមប្រឹក្សាជំនាញតាមវិស័យ;
