These guidelines serve as a comprehensive framework to assess, analyze, and understand the multifaceted dimensions of digital employment. They provide a roadmap for policymakers, researchers, statisticians and practitioners to gather accurate and reliable data, measure the impact of digitalization on employment and develop evidence-based policies that can effectively address emerging issues and ensure decent working conditions for all, including displaced populations, young people, older workers and informal workers.

The digital economy has the potential to create new forms of work, enhance productivity and foster inclusive growth. However, it also brings forth a range of challenges, including the digital divide, precarious work arrangements and the erosion of traditional employment structures. By providing guidelines for undertaking digital employment diagnostics, the ILO aims to support its constituents and stakeholders in leveraging the opportunities offered by the digital economy while mitigating the associated risks.

This document is the result of extensive research, consultations and collaboration with experts and stakeholders from around the globe. It combines the latest insights, best practices and methodologies for analyzing digital employment and its impact on individuals, enterprises, and society. The guidelines benefited from an ILO-led piloting exercise in Uganda which included an initial analysis, stakeholder consultations and a case study. The piloting was done in collaboration with the ILO PROSPECTS Opportunity Fund project “Promotion, inclusion and protection of refugees and host communities in the gig economy”.

Think.COOP for refugees and host communities is designed for refugees and host community residents who are interested in joining or starting a cooperative. During this orientation, the participants: (i) learn about the fundamentals of a cooperative business; (ii) understand the conditions under which the cooperative is a better way to doing business; (iii) analyse how social cohesion and trust can help one pursue opportunities to improve one’s livelihood; and (iv) learn how cooperative can contribute to build trust and social cohesion at the community level. At the end of this orientation, the participants will be better able to decide whether the cooperative business model is right for them.

A baseline study on the right to work and rights at work for refugees - Egypt, Ethiopia, Iraq, Jordan, Kenya, Lebanon, Uganda, Sudan

Through PROSPECTS programme, the ILO has undertaken a national policy, legislative and regulatory frameworks and practice review. This review includes an analysis of current legislation, policies and regulatory frameworks, and how their implementation works in practice across the eight PROSPECTS countries to support the governments in policy, legislation, regulatory development and/or reform as appropriate.

Through this review, the ILO seeks to explore further opportunities to strengthen policy, legislative and institutional environments and mechanisms, working closely with host governments and other national actors and partners.

By providing a comprehensive and robust picture of the situation on the ground, the report offers actionable areas of intervention to support policy development, reform and implementation capacity of the host governments, other national and local actors, including the social partners, to enhance inclusion and protection.

The MNE Declaration is the only ILO instrument that provides direct guidance to enterprises on social policy and inclusive, responsible and sustainable workplace practices. It is the only global instrument in this area that was elaborated and adopted by governments, employers and workers from around the world. It was adopted more than 40 years ago and amended several times (in 2000, 2006, 2017), most recently in 2022. Its principles are addressed to MNEs, governments, and employers’ and workers’ organizations and cover areas such as employment, training, conditions of work and life, and industrial relations as well as general policies. All principles build on international labour standards (ILO conventions and recommendations). The MNE Declaration facilitates outreach and understanding of the Decent Work agenda in the private sector. It is a key instrument guiding the Responsible Business Conduct (RBC) agenda to achieve inclusive, sustainable and responsible supply chains.

The International Labour Organization (ILO) has a role in establishing principles for governments, employers, workers, and multinational enterprises. The Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy was approved and subsequently amended by the ILO Governing Body. The Declaration aims to guide actions and policies to promote social progress and decent work without maintaining inequalities between multinational and national enterprises. It addresses issues such as forced labour, child labour, employment security, industrial relations, and freedom of association. National focal points are encouraged to promote the principles of the Declaration at the country level. Read more in

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The standard or outcome-based approach to curriculum development is a worldwide trend which reflects a paradigm shift from input to outcome-based provision, from teaching to learning, from content to process focused/performance-oriented learning experience. In this new paradigm the learner is expected to demonstrate what he/she knows and is able to do against the standards established at national level. Adopting an outcome-based approach for curriculum development is an effective way to address potential mismatches between technical and vocational education and training (TVET) provision and the needs of the labour market; between irrelevant/ obsolete training programmes, and employers’ and learners’ needs and expectations.

Les normes professionnelles suivantes ont été élaborées par des comités techniques tripartites au Ghana, au Nigéria et au Togo avec le soutien de l'OIT au cours de la période 2021-2022 dans le cadre du projet SKILL-UP financé par l'Agence norvégienne de coopération au développement dans le but de promouvoir des partenariats pour les compétences et la migration dans l'Afrique de l'Ouest.

Les normes professionnelles minimales harmonisées pour maçons et assistants maçons ont été élaborées sur la base des normes professionnelles nationales des trois pays, avec pour objectif d'atteindre 70 à 80 pour cent de points communs avec les normes nationales existantes. Les normes professionnelles minimales harmonisées peuvent aider les pays qui élaborent des normes ou révisent les normes nationales existantes en comparant et en prenant en compte les normes similaires disponibles dans la région. Elles peuvent également être utilisées dans l'enseignement et la formation techniques et professionnels pour l'élaboration de programmes d'études et d'évaluations fondés sur des normes. Les normes peuvent également soutenir les partenariats de compétences sur la migration dans la région en étant utilisées dans les mécanismes de validation des acquis de l’expérience des travailleurs migrants.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The growing importance of sustainable development and the shift to a low-carbon and climateresilient economy will require new skills and qualifications, offering great potential for the creation of green jobs but also implying structural changes and a transformation of existing jobs. The transition to a low-carbon and greener economy will generate millions of new jobs, negatively affect some high-emitting sectors, and alter most existing occupations in terms of task compositions and skills requirements. 

Ensuring the right skills for green jobs is a prerequisite to make the transition to a greener economy happen. Today, skills gaps are already recognised as a major bottleneck in a number of sectors, such as renewable energy, energy and resource efficiency, green building or environmental services. The adoption and dissemination of clean technologies require skills in technology application, adaptation and maintenance. Skills are also crucial for economies and
businesses, workers and entrepreneurs to rapidly adapt to changes deriving from climate change and environmental policies.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Adopting an outcome-based approach for curriculum development is an effective way to address potential mismatches between technical and vocational education and training (TVET) provision and the needs of the labour market; between irrelevant/ obsolete training programmes, and employers’ and learners’ needs and expectations.
