The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. These guidelines serve as a comprehensive framework to assess, analyze, and understand the multifaceted dimensions of digital employment. They provide a roadmap for policymakers, researchers, statisticians and practitioners to gather accurate and reliable data, measure the impact of digitalization on employment and develop evidence-based policies that can effectively address emerging issues and ensure decent working conditions for all, including displaced populations, young people, older workers and informal workers.

The digital economy has the potential to create new forms of work, enhance productivity and foster inclusive growth. However, it also brings forth a range of challenges, including the digital divide, precarious work arrangements and the erosion of traditional employment structures. By providing guidelines for undertaking digital employment diagnostics, the ILO aims to support its constituents and stakeholders in leveraging the opportunities offered by the digital economy while mitigating the associated risks.

This document is the result of extensive research, consultations and collaboration with experts and stakeholders from around the globe. It combines the latest insights, best practices and methodologies for analyzing digital employment and its impact on individuals, enterprises, and society. The guidelines benefited from an ILO-led piloting exercise in Uganda which included an initial analysis, stakeholder consultations and a case study. The piloting was done in collaboration with the ILO PROSPECTS Opportunity Fund project “Promotion, inclusion and protection of refugees and host communities in the gig economy”.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

L’enquête Génération 2013, intégrant un questionnaire ciblé sur le développement durable, permet d’apporter un nouvel éclairage. Ce Céreq Bref s’intéresse aux facteurs éducatifs, mais aussi socio-économiques et géographiques qui influent sur les préoccupations environnementales des jeunes. Au-delà du degré de sensibilisation, ce sont surtout les types de problématiques écologiques qui semblent différer selon le niveau de diplôme.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The ILO works with developing countries to promote employment, income and decent work opportunities for all women and men, in keeping with the SDGs, but in particular, SDG 5 – Achieve gender equality and empower all women and girls; and SDG 8 – Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all women and men. This report has reviewed and compiled selected examples of gender-responsive (inclusive) employment policies and programmes that underpin ILO’s work, as well as examples of good practice from other organizations, recognizing that collaboration and partnerships on a global scale will be required to achieve the SDGs.

Technical and vocational education and training (TVET) is the master key for sustainable development and one of the priority areas of Viet Nam’s government to achieve the National Green Growth Strategy for the period 2011 to 2020 with vision to 2050 (VGGS) and the National Action Plan on Green Growth (GGAP) for the period 2014 to 2020. In the context of a greening economy and society, TVET provides workers with skills needed to be able to work well in the workplace. Additionally TVET promotes knowledge and competences necessary to face current and future social, economic and ecological challenges and contributes to sustainable development of the country.

This publication was developed in cooperation between GIZ and the National Institute for Vocational Training (NIVT), which serves as the ground for further activities on Greening TVET in Viet Nam. It is intended to provide insights into the concept, good practices, practical examples and the implementation of Greening TVET in an international context in general and in Viet Nam in particular as well as information useful for policy makers to generate suitable concepts and procedure for greening TVET and thus improving the quality of TVET.
